Membership Reinstatement Notice

Members who did not pay their annual dues by the January 1st deadline have had their NCCBOR membership ended due to non-payment.

Please note: Annual invoices were issued in October, with multiple reminders sent prior to the January 1st deadline. Memberships not paid by that date were discontinued in accordance with association policy. You may be subject to a re-instatement fee of $250.

Membership Structure and Rules

Called the "Three-Way Agreement," membership with the New Castle County Board of REALTORS® includes membership in the Delaware Association of REALTORS® and the National Association of REALTORS®.

When a Designated Broker/Owner becomes a member of the three-tiered Association, they agree that all of the agents in their firms will be members as well. The broker is subject to additional dues for every agent in their office who does not become a member.

An individual agent cannot be a member unless they affiliate their license with a REALTOR® office.

Frequently Asked Questions: REALTOR® Member Dues

NCCBOR membership dues invoices will be sent on October 1st, 2025, with payment due by 11:59pm on December 1st, 2025. Staying current on your dues ensures uninterrupted access to all of your membership benefits; education, advocacy, networking, and resources that support your success.

Please keep in mind: dues must be paid in full by the December 1st deadline. After December 15th, 2025, we are unable to issue refunds. If dues remain unpaid by January 2nd, 2026, memberships will be dropped and a $250 reinstatement fee will apply to reactivate.

Can I pay local and state dues, but not national dues?

No. The REALTOR® Association is organized as a federation of local, state and national associations. A REALTOR® may not be a member of one level of the organization without being a member of all three. Although individual licensees hold membership in three distinct organizations: a local board, a state association and the national association, those memberships are tied together as one under what is known as the three-way agreement. That agreement requires licensees to apply for membership through a local board (e.g. the New Castle County Board of REALTORS®). The local board collects the annual dues for all three organizations, all of which agree to provide services to that member.

What is a Non Member sales person?

Once a principal joins the association, then any agents or brokers that are licensed or affiliated with that principal may choose to join the association. If those individuals choose not to become REALTORS®, NAR charges the “Designated Realtor” a non-member assessment for each non-member.

The assessment is non-refundable and does not provide any benefits or services from the National, State or Local Associations.

Non-Member Assessment is $576 Annually

Paying the non-member assessment satisfies the Designated REALTORS® Dues Formula pursuant to NAR Bylaws. The Non-Member is not a REALTOR® and will not receive MLS access, services or benefits from the National, State or Local Association of REALTORS®

The Three-Way Agreement has been in place for more than 100 years and empowers the REALTOR® organization to use its combined resources and influence to have a unified, powerful voice in shaping public policy, setting recognized standards for ethical real estate practice, and contributing to the betterment of the real estate industry. This federated structure fosters unity and allows for a coordinated, collaborative approach on achieving our collective mission of protecting, preserving, and advancing property rights for all.
